UC and CIR-SEIU Continue Negotiations, Reach Two Agreements on Initial, Systemwide Collective Bargaining Agreement

The University of California and the Committee of Interns and Residents (CIR-SEIU) continued discussions May 26-27 on a first-ever systemwide contract for Medical Residents and Fellows. The CIR-SEIU bargaining unit includes roughly 6,300 employees across nine UC campuses and medical centers. The new collective bargaining agreement would combine eight local contracts into one overarching agreement that reflects the different practices and priorities across campuses.
During a productive, two-day bargaining session, the University passed counterproposals on Health and Safety, Holidays, Leaves of Absence, Personal Time Off, Sick Leave, Immigration Side Letter, Educational Protected Time, and Union Access and Rights. UC also passed a new Letter of Understanding (LOU) pertaining to an ongoing safety concern at UC Irvine. CIR-SEIU passed responses to UC’s 29-proposal Economic Package and counterproposals on Holidays, Sick Leave, and Union Access and Rights.
Encouragingly, the parties reached tentative agreements on articles covering Health and Safety and Personal Time Off as well as the LOU regarding safety at UC Irvine.
Throughout the bargaining process, the University has remained committed to reaching a mutually beneficial agreement that supports employee safety, patient care, and the University’s mission of teaching, research, and public service. The current location-specific agreements covering Medical Residents are scheduled to expire on June 30, 2026.
The parties will now be engaged in Confidential Mediation beginning June 2.
