The University of California and CIR-SEIU Continue Negotiations for a New, Systemwide Collective Bargaining Agreement

The University of California and the Committee of Interns and Residents (CIR-SEIU) resumed bargaining May 12 for an inaugural systemwide contract covering Medical Residents and Fellows. The union represents about 6,300 employees at nine UC campuses and medical centers.  

During the session, the University passed an enhanced Economic Package that included counter proposals on: Compensation, Health Benefits, and Resident Wellbeing, and 26 other articles where the University is maintaining its position. The package proposal also included a counter proposal on the Resident Enhancement Fund (REF), which would consolidate multiple allowances and reimbursements into a single annual payment that residents could use to meet their individual needs. CIR-SEIU passed counter proposals covering Parking, Resident Enhancement Fund, Nondiscrimination, Meals, Compensation, Program Closure, and Health Benefits. 

The University is dedicated to partnering closely with CIR-SEIU to create a fair and effective agreement as we transition from multiple local contracts to a single, systemwide model. This effort will align diverse campus practices, priorities, and existing agreements within one unified framework. The current site-specific agreements covering Medical Residents are scheduled to expire on June 30, 2026.  

The next bargaining session is scheduled for May 26-27.
