The University of California and CIR-SEIU Continue Contract Negotiations

The University of California and the Committee of Interns and Residents (CIR-SEIU) proceeded with negotiations April 28-29 for the first systemwide contract for the Medical Residents and Fellows bargaining unit. CIR-SEIU represents roughly 6,300 UC employees across nine locations and constitutes the largest bargaining unit of physicians in the U.S.
Over the course of last week’s two-day session, UC passed counterproposals on Lactation Accommodation, Leaves of Absence, Personal Time Off, and Sick Leave. The Union passed responses to UC counterproposals on Compensation, Educational Fund, Health Benefits, Immigration (Side Letter), Lactation Accommodation, Leaves of Absence, Lump Sum, Personal Time Off, Relocation, Resident Enhancement Fund (REF), and Sick Leave.
In a positive sign of forward movement, the parties reached an agreement on Lactation Accommodation.
The bargaining session featured live testimonials from medical residents, a prominent aspect of these negotiations. Another distinctive aspect of these negotiations is the complexity of consolidating eight local contracts into a single, comprehensive collective bargaining agreement that integrates differing campus practices and priorities into a cohesive structure. UC’s approach seeks to balance competitive compensation across all locations, account for regional cost-of-living differences, and maintain a consistent framework that supports all residents. The current location-specific contracts are set to expire on June 30, 2026.
The next bargaining session is scheduled for May 12-13.
