UC and CIR-SEIU Negotiators Make Progress at the Bargaining Table, Welcome Testimony from Residents on the First Systemwide Contract for the CIR Unit

The University of California and the Committee of Interns and Residents (CIR-SEIU) continued bargaining negotiations on March 3-4 for the first systemwide contract covering roughly 6,300 Medical Residents and Fellows.

Over two days of bargaining, the University passed counter proposals on a series of articles, including Labor Management Meetings, Lactation Accommodation, Nondiscrimination in Employment, Health and Safety, Payroll Deduction, Personal Time Off, Resident Lounges and Call Rooms, Sick Leave, and Waiver. UC also passed an Immigration Side Letter counter and a new Side Letter on the establishment of local Lead Work Groups in locations where they don’t already exist.

The Union passed responses to UC counter proposals on articles relating to Labor Management Meetings, Payroll Deduction, Personal Time Off, Nondiscrimination in Employment, and Sick Leave. The Union also passed a counter to the Immigration Side Letter.

During the session, CIR invited several residents to express their concerns about pressing issues, including economic impacts, patient boarding, staffing levels of all healthcare workers, health and safety, the availability of patient rooms, and more. These testimonies are an important element of our negotiations with the Union and will inform how we develop our responses, evaluate the Union’s proposals, and achieve a balanced agreement that ensures our ability continue delivering exceptional care to our patients and the community.

Medical Residents play a vital role in advancing UC’s mission and contributing to the provision of patient care. UC will continue to work with CIR-SEIU to reach a mutually beneficial contract for these valued employees.

The next bargaining session is scheduled to take place virtually on March 17-18.
