UC and FUPOA Advance Negotiations on a New Agreement for Non-Supervisory Police Officers

The University of California (UC) and the Federated University Police Officers’ Association (FUPOA) engaged in bargaining negotiations on April 28–29 for a new contract for approximately 266 sworn, non-supervisory police officers. The existing contract for the Police Officers Unit (PA) will expire on June 30.

During the two-day bargaining session, UC passed proposals addressing Arbitration, Hours of Work, and Wages. UC also shared a proposal to maintain Current Contract Language (CCL) on 16 articles, including: Development, Discipline and Dismissal, Job Vacancy, Layoff, Management Rights, No Strikes, Performance Evaluation, Probationary Period, Release Time for Negotiations, Resignation, Seniority, Severability, Sick Leave, Travel Reimbursement, Waiver, and Work Incurred Injury/Illness.

FUPOA passed counter proposals covering Retirement Calculation, Arbitration Procedure, response to University’s proposal for maintaining CCL, and Wages.

The parties reached tentative agreements on Arbitration, Duration, and Retirement Calculations, an encouraging sign of progress and mutual respect.

These negotiations are unfolding at a time when campus policing is continuing to adapt to shifting cultural, political, and operational dynamics. Officers regularly operate in complex settings that call for a blend of law enforcement skill, community engagement, and flexibility. The University recognizes and appreciates the essential role they play in upholding safety and security while helping cultivate a supportive environment for students, faculty, staff, patients, and visitors, as we pursue a balanced agreement that reflects our shared commitment to public service and responsible institutional stewardship.

The parties will resume bargaining on May 26-27.
