UC Continues Negotiations with UAW for Student Services and Advisory Professionals Contract

The University of California met with the United Auto Workers (UAW) on August 13 to continue negotiations for a contract for the new Student Services and Advisory Professionals (SSAP) unit.

As a public institution, the University of California continues to face significant financial pressures, including rising costs, flat state funding, and deepening federal funding cuts. For the 2025–2026 fiscal year, UC anticipates over $500 million in increased core operating costs driven by enrollment growth, financial aid, rising wages, benefits, and inflation—far exceeding expected new revenue from the State and the Tuition Stability Plan. This figure does not include the additional financial pressures related to the federal government’s recent actions, which include the suspension of hundreds of millions in research funding. These financial realities are an important backdrop to ongoing labor negotiations, as UC works to support its workforce while maintaining long-term financial stability and fulfilling its public mission.

During the August 13 session, UC presented proposals on discipline and dismissal, layoffs, and reductions in time. 

UAW presented proposals to UC specifying language on layoffs and reductions in time, reasonable accommodations, health and safety, personnel files, sick leave, and labor-management meetings. 

After exchanging proposals in previous bargaining sessions, the parties reached two tentative agreements: recognition, and health and safety. These tentative agreements represent a willingness to compromise on both sides and are an encouraging sign of positive progress being made at the table. UC and UAW SSAP will meet again next week, on Wednesday, August 20.
