UC and CIR-SEIU Continue to Make Progress on a Systemwide Contract for the Committee of Interns and Residents (CIR) Bargaining Unit

The University of California and the Committee of Interns and Residents (CIR-SEIU) continued bargaining on Feb. 3 for a systemwide contract covering roughly 6,000 medical residents and fellows. During the half-day bargaining session, the parties welcomed approximately 120 medical residents to observe the proceedings and present proposals.
The Union passed counter proposals covering Arbitration, Grievance Procedure, Management & Academic Rights, Union Access & Rights, Payroll Deduction, and Waiver. The University passed counterproposals on Arbitration, Fatigue Mitigation, Immigration, Labor Management Meetings, Lactation Accommodation, Liability Insurance, Management & Academic Rights, Moonlighting, Union Access & Rights, and Waiver. The parties reached a tentative agreement on Grievance. Previously, the parties achieved agreement on articles covering Severability and No Strikes.
Despite recent claims by SEIU-CIR, the record shows the University has acted in good faith, communicated clearly, and worked within real scheduling and space constraints. Rather than acting unilaterally, UC sought agreement with the Union in adding additional and adjusting the timing of sessions, gave advance notice, and has accommodated the Union whenever possible. The Union’s objections turn ordinary logistical challenges into alleged misconduct, even though bargaining has continued and the parties remain able to resolve these issues together.
We will continue to work with CIR-SEIU to reach a mutually beneficial contract for medical residents.
The next bargaining session will conclude on Feb. 12.
