UC & CIR-SEIU Reach Extension Agreement

On September 11, UC and the Committee of Interns and Residents/SEIU (CIR-SEIU) agreed to a one-year extension agreement. As you may know, currently CIR-SEIU holds nine local agreements across the UC system and is negotiating a first systemwide contract. The existing local agreements expired June 30, 2025; the new extension expires June 30, 2026.

As part of the extension agreement terms, each CIR-SEIU-represented UC medical resident will receive:

General Range Adjustment:

  • 3.2% general range adjustment to base salary starting on Oct. 1, 2025.

One-Time Transition Payment Adjustment:

  • 1.8% transitional pay adjustment, as UC recognizes the uniqueness and cost associated with transitioning from local bargaining units to a systemwide unit, starting on Oct. 1, 2025.
  • For UCSF and UCR residents who have already received SB 525 adjustments, the adjustment will reflect the same 3.2% GRA and 1.8% Transition Adjustment payment adjusted for SB 525 adjustments already made to PGY 1 & 2.

These increases will be paid retroactively to July 1, 2025, through a lump sum payment of $1,000.

Bargaining Process Rules

  • Sessions: At least two monthly bargaining sessions, usually 6 – 10 p.m.
  • Location: Sessions alternate between in-person and Zoom.
  • Conduct: Respectful environment, no media or recordings.
  • Observers: CIR agreed not to include observers in bargaining sessions, reserving the right to discuss the issue again at a future date.

Bargaining Team

  • Up to 20 core residents across locations get paid release time for bargaining.

Alternates may join on their own time. If covering for a core member, they also get paid release time.

This extension agreement recognizes the vital contributions of UC medical residents by providing meaningful raises and contract stability during the transition to a systemwide agreement. The salary increases acknowledge the value residents bring to patient care and the UC system. By extending current contract protections for another year, the agreement ensures stability and continuity while longer-term negotiations continue.

UC and CIR-SEIU will continue negotiating a first systemwide agreement, with the next session scheduled for Sept. 25.
