Inspector-Planner-Estimators perform inspection, planning and estimating for preventive maintenance, repair, alteration and minor new construction of buildings and equipment installed on grounds or in buildings; and perform other related duties as required.

Class Concepts

Senior Inspector-Planner-Estimator

Under direction, incumbents assist the officer in charge of preventive maintenance, repair, alterations and minor new construction for a campus physical plant in serving as working leaders of a group of Inspector-Planner- Estimators and/or Assistant Inspector-Planner-Estimators; analyze I-P-E reports and on the basis of such reports and personal inspection, make final decisions in the field concerning job conditions, time schedules and work methods.

Inspector-Planner-Estimator

Under general supervision, incumbents serve as staff assistants in the Physical Plant Department in performing the full range of inspection, planning and estimating for preventive maintenance, repair, alteration, and minor new construction of buildings and equipment installed on grounds or in buildings.

Incumbents typically inspect buildings and other structures, roads, walks and other paved areas, electrical systems and related equipment, heating and ventilation systems, compressed air systems, plumbing, boilers and associated equipment, shop equipment, and various other items as required; prepare uniform inspection guides and check-off lists to assure that established levels of maintenance are attained but not exceeded; verify that items inspected are in a good state of repair, or if not, detail deficiencies and make recommendations for necessary repairs or replacement; prepare sketches and cost estimates when required, and interpret plans, blueprints, specifications, technical directives, and orders; prepare detailed job orders in connection with preventive maintenance, repair, alteration, and minor new construction of University facilities; analyze work to be accomplished in line with accepted trade practices, pertinent specifications, drawings, and sketches; and distribute work orders to the work centers involved.

Inspector-Planner-Estimators also estimate total man-time requirements and detail costs by shops, using available Engineering Performance Standards, historical data and the application of knowledge acquired as a craft worker; determine amount and type of material needed by each shop and estimate over all material costs; provide data and detailed cost estimates for future budget planning and other policy decisions; prepare detailed job orders and plan for contract work within the funding limitations of the Physical Plant Department; and prepare and secure engineering data, records, and field studies for special engineering projects as required.

In addition, incumbents prepare detailed job orders, sketches, cost estimates, specifications, and computations for work performed in Physical Plant Department shops (this includes review to assure compliance with local building codes and policies as established by the campus office of Architects and Engineers); provide technical and other information to shop personnel in the daily performance of their work (this includes maintaining a current file of all University plans and specifications); and provide assistance and advice in the scheduling of work among the various work centers in the Physical Plant Department. This is accomplished by reviewing the progress of job orders and accompanying plans, and by analyzing material requirements.

Assistant Inspector-Planner-Estimator

Under supervision, incumbents perform inspection, planning and estimating work of moderate difficulty for preventive maintenance, repair, alteration, and minor new construction of buildings and equipment installed on grounds or in buildings; and assist Inspector-Planner-Estimators on more complex assignments of inspecting, planning and estimating. This class is the entry level.

Assistant Inspector-Planner-Estimators inspect buildings and other structures, roads, walks and various other items as required, and recommended action to be taken subject to review by the Inspector-Planner-Estimator; analyze work to be accomplished in line with accepted trade practices, pertinent specifications, drawings, and sketches; distribute work orders to the work centers involved; provide technical and other information to shop personnel in the daily performance of their work (this may include maintaining a current file of all University plans and specifications); and provide assistance and advice in the scheduling of work among the various work centers in the Physical Plant Department (this is accomplished by reviewing the progress of job orders and accompanying plans, and by analyzing material requirements).

In addition, incumbents prepare detailed job orders in connection with maintenance, repair, alteration, and minor new construction for projects of moderate difficulty; prepare sketches and cost estimates, when required, and interpret plans, blueprints, specifications, technical directives, and orders for projects of moderate difficulty; assist in the preparation and application of uniform inspection guides and check-off lists to assure that established levels of maintenance are attained, but not exceeded; and assist the Inspector-Planner-Estimator in complex projects.

Minimum Qualifications

Senior Inspector-Planner-Estimator

Ability to read, write and perform basic arithmetic calculations; seven years of experience in two or more building or mechanical craft trades, including two years of experience at the operational level in one of the craft trades; experience in reading and interpreting blueprints and construction or modification specifications; or an equivalent combination of education and experience; and knowledges and abilities essential to the successful performance of the duties assigned to the position.

Inspector-Planner-Estimator

Ability to read, write and perform basic arithmetic calculations; six years of experience in two or more building or mechanical craft trades, including two years of experience at the operational level in one of the craft trades; experience in reading and interpreting blueprints and construction or modification specifications; or an equivalent combination of education and experience; and knowledges and abilities essential to the successful performance of the duties assigned to the position.

Assistant Inspector-Planner-Estimator

Ability to read, write and perform basic arithmetic calculations; two years of experience in one or more building or mechanical craft trades; experience in reading and interpreting blueprints and construction or modification specifications; or an equivalent combination of education and experience; and knowledges and abilities essential to the successful performance of the duties assigned to the position.
