Series Concept
Parking Representatives perform or supervise a variety of operations involved in the physical use of University vehicle parking facilities at a campus or hospital location; and perform other related duties as required.
Incumbents typically serve and assist students, faculty, staff, patients and visitors in maintaining compliance with parking rules and regulations; determine validity of permits or, in their absence, issue whatever permits are applicable; sell variable rate tickets and collect fees; collect monies from meters and ticket dispensing equipment; maintain equipment; may assist in traffic direction; and may operate remote communication equipment from kiosks and/or University vehicles. In the enforcement of campus or hospital parking regulations, incumbents patrol assigned areas and issue parking violation citations for illegal parking; issue warnings to permit holders parked in violation of parking regulations; maintain a current list of permits reported lost or stolen; may appear in court to give testimony relative to citations they have issued; and, when necessary, assist campus or hospital police in clearing traffic hazards.
Parking Representatives must articulate directional information to visitors; must possess a thorough knowledge of all campus or hospital streets, buildings and department locations; must be familiar with special activities, events, and related campus locations; must be completely familiar with all available parking areas on a campus or hospital area; must possess knowledge of the several parking permits and the location of each area they represent; and must have a thorough knowledge of the various parking instructions and exceptions as they apply to faculty, staff, students, patients and visitors.
In the specific references to a large and intricate campus or hospital parking system, or a small and simpler system, within the Class Concepts which follow, the subsequent definitions will serve as guidelines: A large parking system will contain at least 30 lots or structures with at least 5,000 parking spaces. The intricacy of a system can be measured by the complexity of permits used and the method by which users are assigned. A complex system may have different permits for each quarter of the academic year. The permits for faculty, students, staff, patients, and visitors are different. There are additional special permits such as loading zone permits, special privilege cards, and I.D. cards for special events. Admittance to lots can be by several methods such as keys or cards; conference permits; sticker permits; guest permits provided by a department, or by Parking (and recharged); ticket dispensers; token devices; or meters. The method by which users are assigned is made more complex through the use of any lot by combinations of faculty and staff members, visitors, patients, students, etc. requiring knowledge by Parking Representatives of several permits within one lot or structure. These examples are in contrast to a smaller or simpler system which may have separate lots for faculty, staff, etc., or which issues only one permit per customer per year.
Class Concepts
Parking Representative Lead
Under direction, incumbents supervise parking or enforcement activities for a major area of campus parking facilities having at least 5 full-time-equivalent Parking Representatives or Parking Assistants; or perform as shift supervisors for a medium-size parking system in coordinating all parking activities, including the supervision of at least 5 full-time-equivalent Parking Representatives or Parking Assistants.
Parking Representative Leads assign and direct the work of a group of Parking Representatives and Parking Assistants for an area with at least 600 parking spaces; implement special parking arrangements for athletic events, conferences, and other special events; and insure that all mechanical equipment is in proper working order.
Incumbents may also prepare or verify the daily and summary reports of cash receipts and other records; may schedule collections from parking meters and coin boxes; and may supervise the enforcement of parking regulations and the issuance of parking violation citations.
Senior Parking Representative
Under general supervision, incumbents perform the most difficult public contact functions at kiosks or information booths; or enforce parking regulations and issue parking violation citations in a large and intricate parking system, as described in the Series Concept.
The difficulty of public contact functions can be measured by the complexities created when incumbents must direct customers to other parking areas more distant from their destination when lots or structures in question are filled. This must be accomplished promptly and in a tactful manner so that traffic is not allowed to back up, causing further traffic congestion. Another example of difficult public contact work is when an incumbent is required to handle customers who insist that they wish to park in lots which they are not authorized to use. These examples are in contrast to campus or hospital parking systems wherein there are no kiosks or other points of public contact, and where parking is handled by sticker permits, cards, meters, or coins; or where crowd control consists of receiving a standard fee for parking for a sporting event, evening concert, etc.
For those enforcing regulations and issuing citations, a large and intricate parking system can be measured by the number of campus or hospital lots, structures, and parking spaces, as described in the Series Concept.
Parking Representative
Under supervision, incumbents perform the duties outlined in the Series Concept. Incumbents typically provide general campus or hospital information; give traffic directions; and enforce parking regulations based on a campus or hospital parking permit system.
Parking Representatives may sell daily parking tickets at kiosks and lots; operate a change fund; issue courtesy and loading zone permits; direct customers to token equipment; determine and issue refunds on daily tickets; turn away customers due to lack of space; operate a radio communication system; issue parking violation citations; search for lost, stolen, canceled and forged permits; and destroy permits for permit holders.
The class of Parking Representative is distinguished from the Parking Assistant class in that incumbents typically enforce parking regulations; and/or are responsible for general public contact functions in handling customer problems at kiosks or parking areas.
Parking Assistant
Under close supervision, incumbents sell tickets for parking in pay lots or structures; make change; and reconcile daily receipts with a small cash fund. Parking Assistants control entry to pay lots and structures, answer questions, and give directions to the location of campus and hospital building or areas. Incumbents may also operate mechanical gate controls and portable radios when necessary.
Minimum Qualifications
Parking Representative Lead
Ability to read, write, perform mathematical calculations, follow oral and written instructions, and three years of related experience, preferably in public contact work; and knowledges and abilities essential to the successful performance of the duties assigned to the position.
Senior Parking Representative
Ability to read, write, perform mathematical calculations, follow oral and written instructions, and six months of related experience, preferably in public contact work; and knowledges and abilities essential to the successful performance of the duties assigned to the position.
